Interesting take, however I find it rather misleading in terms of game mechanics.
First order of business is to aim for at least 10 stability. Most bonuses work then, including the most relevant ones like gas giant generators, adaptive automation and nascent AI. Plus some things that have thresholds at 5 or 8
Above that it's more circumstantial but 12 is the next threshold (greater industrial center, and big bonus of species interdesign academy, tho the latter temporarily needs 15 to be built).
15 is the next one but besides building SIDA it's pretty much only hyperdam, a building far down the research tree, and with negative effect even below 15 stability so you may not even want it.
18 is fine to add fusion generation but not very transformative
20 is the final aim and it has many benefits, makes all of the above work plus pure energy metabolism, black hole generator, capital markets. These are big bonuses, but not necessarily easy to get to 20.
So rule of thumb is to do everything you can to keep everybody at least 10 stability, and go from there.
