sorry, but you are doing it wrong.
snaps are intended to be alive/updated, so if you directly change files without knowing what you are doing... there is a high probability that those get overwritten. this is the same for any other packaging mechanism.
copy your default folder to e.g. /home/user/freeorion_resources. and try
snap run freeorion_edge --resource.path /home/user/freeorion_resources
this might fail because of sandbox; i am here on fedora.
if so /home/user/snap/freeorion/common/freeorion_resources should work

really? copying folders is too much bother? but writing flame posts in a forum is not? cheesethere are ways to unmount and copy the files and edit etc. etc. Too much bother just so I can insert the couple of icons I'd modded in...
