Now that BlueAward has brilliantly proved that Gateways to the Void are indeed a very useful building, what do we do with them ?

Outside of the problem of balance and Wobbly's quite correct affirmation that buildings that are long to build but can be paused to serve as trap may be a shitty design, there's one problem that, if I'm not mistaken, has not been anticipated :
From what I understand, a Gateway once build destroy all colonies in the system, but leaves outposts.
So it is still under the control of its owner, who can scrap it whenever s/he wants.
BUT since invading the outpost would require to put a fleet of troopships on the system for one turn, it's not possible to take the system from its owner.
Am I mistaken there ? Is the fleet destroyed only after it has invaded ?
And with the stealth that the Outpost has now, is it even possible to invade ?

That means that if the player that has the Gateway is defeated everywhere else, and with current victory conditions, it's not possible to have a "last surviving Empire" victory for anyone but him/her if s/he doesn't scrap the Gateway by their own volition...
