Did they run the (last) starlane in a single turn? In that case you can't be warned. As in they are idle one system away from yours, at distance 80, and their ships have speed 100: if they order the fleet to attack you, it gets to your place in one turn and you won't get a sitrep. Only when the ships are in the last starlane the turn before will you get a sitrep.
