Oh that would be great. But I rather think you simply do not know the new content yet.In the beginning it's really hard to catch up with the AI, the AI is also much more better than before.
So maybe start a multiplayer game of only AI and watch what those are doing and imitate. Or have a look in the pedia for the empires in your normal games. You will see which policies they adapt and the turn tech was researched.
