Not much of a problem to me personally. That being said, I think it is a shame indeed that there's plenty of toys you don't get to use, at least not sensibly. Some are actively noob traps, even, sounding good on paper but never bringing return on investment in reasonable time frame. Good for single player enjoynment but not so much for competitive multiplayer
In chess you pretty much get all toys at the start and it goes downhill from there in that regard, trading material for positional advantage and/or tempo (except pawn promotion can indeed bring better toys [back] into play)
My thinking is things were originally being balanced against smaller galaxies and reduced costs, which brought conflict sooner, and capital ships etc. sooner. The stuff should really be cheaper in terms of research and production for it to find reasonable use. I think you had some ideas about it and your ideas sound good to me but not much traction there, eh?
