So here's the suggestion.
* when you research certain stealth, shield and planetary defense tech, you can build the space privateer colony component (expensive)
* The colony ship has massive stealth
* The colony it makes
1. only builds off stockpile, only has guard focus, has no research or production
2. has set defense/shield/stability levels (good)
3. is responsible for its own defense
4. appears neutral, builds ships that appear as neutral to other players and can attack any target
5. costs double influence, can be absorbed back as a colony into the owner empire for IP
6. can be captured by any player and become a normal colony
* these also appear randomly and unowned around an empire that has black market policy
