I am confused if you opposed or not the 2-1 ratio. Adding 2 targets for escorts and 1 target for civilian ships would satisfy your two constraints, do you concur?
I guess, yes.


Concerning Flak : the main thing that makes them underpowered is that they shoot fighters on the second bout only.
And that's not how Flak works historically, so not what the player expects intuitively.
The result is that fighters always have a guaranteed shot, so with a big enough number of fighters you are guaranteed to kill a shielded ship whatever the flak it has.
Making Flak shoot on the first bout (after a tech upgrade maybe), even with a reduced number of shots, would make Flak a valid counter for fighters, and bring a real balancing aspect to combat.
It would also differentiate them from Arc Disruptors in a way that is not only disadvantageous to them...
