Dream Recursion, as designed:
Sure, you amass influence debt, can even be into millions, maybe even billions (presumably it rolls over into positive on overflow?), but so what? OK, you can't ever change your policy set anymore or annex planets, but the benefits of not having any planet on influence focus and all the other planets getting all the 20 stability bonuses outweights it, I'd say.
It is ultimate end game policy, super effective, super charged. One could conceivably bee-line to it, even, and use it in not so late-late game (though you'll miss out on some bonuses from policies if you go too soon with that, but maybe who cares?)
I think that design is flawed. At the very least, perhaps, it should stop working when you hit influence debt, or a softer touch would be to lower the max stability by the amount of instability coming from influence debt.
Attaching a screenie and savegame to ponder. Game should match current MP settings (apart from teaming up) and is a turn 248 science victory

- Build at least 8 Collective Thought Networks to set stability of your planets to 21 everywhere.
- That costs heaps of influence to maintain.
- You enter influence debt.
- Influence debt lowers your stability.
