Good Pilots do not get any advantage for their Interceptors, if I'm not mistaken.
Instead of having them getting one more Interceptor per Hangar, which is quite powerful, why not have them launch one more per Launch Bay, like Flanking does ?
I know that for ships who use the same number of Launch Bays than Hangars, it doesn't change anything, but like for Flanking, it makes a difference when using less Launch Bays than Hangars in your designs - so, more ship variety.
And for Bad Pilots, launching one Interceptor a turn later is a penalty, but not an overwhelming one.
