Problem: A common scenario in FFA PvP games is that a single empire snowballs to an extreme level where it can out-research everyone to the Singularity of Transcendence or force everyone else to concede via military. In such scenario the rest of the [surviving] empires tend to be on closer levels to each other and still able to compete with each others but the game ends anyway because they are all overshadowed by the winner (and because there isn't support for runner-ups/ranks).
Proposed Solution: allow empires to win (for example via transcendence) then remove them from the game (as if they conceded) while counting them as the 1st place winners so that the other players can compete for the remaining ranks.
With such rule change it will also make sense to add a new way of victory (since conceding won't work with this mechanic) where an empire can ask for "Victory Acknowledgment" and win when all the the other empires acknowledge its victory.
