Hmm I guess I can't open that save actually, maybe cause it's binary and it says such files might not be opened on different operating systems?
I don't reproduce this for me in a test game though. Note this can only be built on your capital, but in other systems I see it on the "unavailable" list, could you double check? That unavailable list may be quite lenghty but might be easier to check if it is available on your capital
