I believe it grants full visibility (planet itself, its buildings) to all planets in a system that has a planet with this building.

Which when I think about it makes me wonder if that's a bug to include other planets in the system, and perhaps it is a backdoor to seeing other planets in the system that are above your detection level, if you can settle another planet there and build the scrying sphere (and perhaps release the planet not to be owned by you?). It would be an esoteric "other use case". More expensive than similar case of building lighthouse in the system, but drastically more effective, if it works

It doesn't grant you detection range of the foreign planets, or fleets and such. You would see outbound starlanes though

Sometimes you don't even have to build one (or do the research) because there are chances for them to be pre-built somewhere in the galaxy.

Building more than one can have some uses. Redundancy in case of loss, making species extra happy (e.g. Trenchers would get +4 stability if they were on planet that has it, +1 if in system that has it).

Maybe the esoteric case I thought of above.

Another esoteric use case - trolling enemies and allies alike. There is distance requirement from other spheres, but it's any sphere, not just yours, so you can deny others building one in some vicinity.

I don't remember if AI builds it. I would guess yes? You can see what other empires have researched on their pedia page
