I would like to make policies that species dislike less effective for that species. Example: Etty don't like Industrialism so it only gives 10% more production and / or no bonus on stability.
For me it's still strange that you can keep Eaxaw calm by using Diversity with 10 species owned. I mean Eaxaw are xenophob and dislike Diversity but you can counter that easily. Same thing with Etty. They profit a lot from Industrialism even if they don't like it.
As far as I know the engine, it shouldn't be much of a problem to implement that.
