Is that the situation as of now, or do planned (but not started producing) ships already cost upkeep ?This means if you spent at least PP on your ship project (99 Luftballons uhm comsats) and pause the project you still have to pay upkeep for those 99 comsats.
If you only plan to build, but did not start working on it the ship does not increase upkeep.
Because the later is what I told a member of my team... so did I mislead him involuntarily ?
